Verkhovna Rada ratifies Grant Agreement between Ukraine and France

On May 28, the Verkhovna Rada of Ukraine adopted the Law of Ukraine "On Ratification of the Grant Agreement" (No. 0374) (Ukraine Fond II) between the Government of Ukraine and the Government of the French Republic on the support of critical infrastructure and priority economic sectors of Ukraine".

The Agreement was signed on 20 February 2026 in Kyiv. Its ratification will create the legal basis for mobilising EUR 71 million in grant funding from the Government of France, which will be directed towards the reconstruction of Ukraine’s critically important infrastructure.

The funding will be allocated primarily to the recovery of sectors such as healthcare, infrastructure, energy, agriculture, water supply, wastewater and irrigation systems, waste management, mine action, housing construction, and digital technologies.

The grants will be used for the procurement of French goods and services, which may be utilised in the implementation of projects carried out by French suppliers. They may also be used for the procurement of Ukrainian goods and services, or goods and services from third countries, provided that such expenditure does not exceed 50% of the total grant amount.

The implementation of the Grant Agreement will accelerate Ukraine’s recovery from the consequences of the armed aggression of the russian federation.

The Committee of the Verkhovna Rada of Ukraine on Ukraine’s Integration into the European Union considered Draft Law No. 0374 at its meeting on 8 May. The Committee decided to submit the draft law for consideration by the Verkhovna Rada of Ukraine and recommended its adoption as a whole.
