During the period of military aggression of the Russian Federation against Ukraine, many attempts have been made to deport civilians from the most dangerous regions of the country in accordance with the norms of international humanitarian law on the protection of war victims.

Back on March 2, this year The Verkhovna Rada of Ukraine addressed the world's leading states to immediately create humanitarian corridors in Sumy, Chernihiv, Kharkiv, Kyiv, Mykolaiv, Zaporizhia, Donetsk, Luhansk and Kherson regions to evacuate civilians, especially children.

In addition, the MPs of Ukraine (as members of parliamentary factions, groups, committees, inter-factional associations), including members of the Committee on Social Policy and Protection of Veterans' Rights, have repeatedly requested the United Nations and the International Committee of the Red Cross to assist in organizing such humanitarian corridors.

However, to date, humanitarian corridors have fully worked only in Sumy region (settlements Sumy, Trostyanets, Krasnopillya) and partially - in Kyiv region (settlements Borodyanka, Bucha, Vorzel, Gostomel, Irpin). Attempts to organize others have failed due to constant shelling by the Russian military, which usually begins within half an hour of the evacuation of civilians. As for the temporarily occupied territories, the Russian aggressor is preventing the volunteer movement from delivering water, food and medicine to the civilian population. A 6-year-old child died of dehydration due to the blockade in the city of Mariupol. 71 children were killed due to constant shelling of peaceful infrastructure, including from the sky.

Russia has seized the Chernobyl and Zaporizhzhya Nuclear Power Plants and is openly threatening the civilized world with nuclear weapons.

Russia has encroached on the democratic world in Ukraine and the rights of people to life around the world.

We hope that by watching the statistics of the death toll of Ukrainian children and the dangerous military actions of the Russian aggressor right next to Ukraine's nuclear facilities, the international community is gathering strength to overcome fears of a decision to ban the Russian president (who is just one of more than seven billion people of the world) to kill lay people and threaten the whole world with a nuclear catastrophe. The international community will gather strength to delineate the limits of one's power and political influence, securing the borders of other equally important people and nations.

Ukraine calls on the parliaments and free peoples of all democracies of the world to move away from the so-called "psychological bottom" of closing the skies over Ukraine and to protect our country from child murder and the whole world from a nuclear catastrophe. Do close the sky over Ukraine!

On behalf of the civilian population of Ukraine, which has been subjected to inhuman aggression by the Russian Federation, the Committee calls on the United Nations to deprive Russia as the successor to the Soviet Union of its permanent membership in the Security Council as failing to live up to its high ideals,  which were founded by it at the time of foundation of the UN.

We address to all international organizations in the world that have experience in organizing and providing humanitarian corridors, including the United Nations, UNICEF, and the Red Cross, to help bring the civilian population of Ukraine out of the areas of active hostilities.

We appeal on behalf of all mankind to the IAEA with a request to ensure the non-proliferation of nuclear danger on / from the territory of Ukraine.

And, finally, we turn to the leadership of the world's strongest powers. The world has developed laws of interaction based on trust, high values ??and agreements, which is an extraordinary asset of civilization. And now the world must work out the laws of interaction with the one who does not profess any laws.

If the whole world does not unite against the uncontrolled and dangerous actions of the Russian Federation, then international relations, which are based on the observance by all states of generally accepted principles and norms of international law, will NOT EXIST ANY MORE. And global dependence and oppression will persist until the aggressor's next murderous attempts to demonstrate his power.
