Taking into account the traditions of fruitful cooperation and partnership with international organizations, the Committee asked the Directorate General for Democracy of the General Secretariat of the Council of Europe to provide an expert opinion on the compliance of the draft Law “On the city of Kyiv- the capital of Ukraine” (№ 2143-3) with European standards, standards and principles of local self-government.
During the elaboration of the provisions of the draft law, the Committee took into account the remarks of the Center for Good Governance Expertise of the Department of Good Governance of the Directorate General for Democracy - II of the General Secretariat of the Council of Europe from September 25, 2020 to the previous version of the bill, which allowed to significantly improve almost all aspects of legal regulation.
The draft law envisages comprehensive reform of the existing model of organization and implementation of local self-government and state executive power in the capital of Ukraine in order to bring it in line with the European Charter of Local Self-Government, harmonize its provisions with the general direction, goals and current state of decentralization reform in Ukraine, harmonization with the provisions of the Constitution of Ukraine.
Adoption of the bill will ensure proper functioning of local governments and state executive bodies in Kyiv, clear delineation of their powers, promote coordination of state and local interests, guarantee the right of residents of the capital of Ukraine to local self-government in the context of European Charter of Local Self-Government.
