First Deputy Chairperson Ruslan Stefanchuk told what changes to the Constitution the presidential team is preparing. According to him, in the issue of decentralization, the Parliament reaches the final text of the bill.
As he noted, there are different positions on the issues: to leave or not to leave the district councils, whether the chairperson is a body or an official, because “there are a number of problems with his powers.”
“It is also important to address the dissolution process and a number of others. That is why we need to resolve these issues, on which we have already made all the arguments. It is just necessary to make a political decision,” the politician said.
Ruslan Stefanchuk hopes that by the end of September the draft law will be registered in the Verkhovna Rada of Ukraine.
According to him, two sessions are needed to amend the Constitution. “This means that if we adopt the draft law in the first reading at this session, we will be able to vote for it in the second reading in February,” he said.
