The Verkhovna Rada took note of the Report of the Temporary Commission of Inquiry.
The Verkhovna Rada decided to address the Cabinet of Ministers of Ukraine with a proposal:
- immediately develop and approve the Procedure for providing assistance to victims of emergencies;
- to develop and submit in 2021 to the Verkhovna Rada the draft Law of Ukraine on the procedure for compensation of material damages to victims of emergencies;
-to consider the expediency of subordinating the State Service of Ukraine for Emergencies directly to the Prime Minister of Ukraine or reorganizing this Service into a separate Ministry;
- to provide for the allocation of funds for the installation and operation in the Luhansk region of an automated system of centralized notification of the threat of occurrence or occurrence of emergencies;
The Verkhovna Rada also draws the attention of the Prosecutor General to the dispersal among various bodies of pre-trial investigation of criminal proceedings on the facts of large-scale forest fires in the Luhansk region in 2020, improper investigation of these cases.
The Parliament appeals to the President of Ukraine, the Cabinet of Ministers with a proposal to initiate the dismissal of the Head of the Luhansk Regional State Administration - the Head of the regional military-civil administration and the Head of the military-civil administration of Severodonetsk, Luhansk region.
