The Committee on Environmental Policy and Nature Management recommends to adopt as a basis the Revised Bill on Improving Legislation in the Sphere of Subsoil Use

The Committee considered the draft Law “On Amendments to Certain Legislative Acts of Ukraine Concerning the Improvement of Legislation in the Sphere of Subsoil Use” (№4187, revised).
The bill introduces changes aimed at creating a transparent, convenient and clear system of subsoil use, reducing excessive state influence on the industry, increasing competition and legalizing relations in the field of subsoil use.
In particular, the draft law proposes to give the right to citizens of Ukraine to receive part of the state income from rent for the use of subsoil for the extraction of minerals. At the same time, it is proposed to limit the right to be subsoil users for citizens and legal entities of the aggressor state.
It is proposed to create a state web portal "Interactive map of subsoil use and geology of Ukraine" as a single information system of subsoil use and provide for the submission of documents and reports in electronic form through the electronic cabinet.
The bill proposes to replace geological study with a comprehensive (through) special permit for a period of 3 to 20 years, which allows combining mineral exploration with their extraction.
It is also proposed at the level of the law to establish an exhaustive list of cases of granting a special permit without holding an auction and to halve the list of documents for its granting.
The draft law establishes a clear and exhaustive list of cases when it is possible to revoke a subsoil use permit, as well as cases of its temporary suspension.
The Committee decided to recommend to the Verkhovna Rada to adopt the bill as a basis.
