The participants of the hearings discussed the current state and prospects of improving domestic legislation in the field of public consultations, got acquainted with the relevant international experience.
During the hearings, the participants stressed the urgency of the development and improvement of all forms of democracy, especially those through which the Ukrainian people can independently solve the most important problems of public and state life.
The participants of the hearings noted that the legal field, which contributes to the expansion of the functioning of civil society, has been intensively formed in recent years, there is a significant regulatory improvement of communication conditions between public authorities and civil society. At the same time, the practice of using standardized procedures by citizens is not systematic and effective in terms of the content of state policy.
In this regard, the participants of the hearings unequivocally supported the need to adopt the draft law "On Public Consultations" in general, which should ensure the introduction of common standards of decision-making by all subjects of power, promote the implementation of the principles of good governance by involving stakeholders in the decision-making process to balance public and private interests.
Based on the results of a broad discussion and detailed analysis of the situation, the participants of the hearings formed preliminary recommendations for further development of the institute of public consultations in Ukraine, which will be discussed at the Sub-Committee meeting and approved at the Committee meeting.
