Presenting the bill for the second reading, the author said that it received 334 proposals from MPs. In addition, 134 proposals were developed that require the support of the Committee. In total, it is proposed to take into account 322 proposals, including 20 partially and 37 editorially, 146 proposals were rejected.
The MP outlined the main changes that are proposed to be made to the bill before the second reading. In particular, the subcommittee proposes not to impose any restrictions on interchanging and acquiring rates at the level of the law, while providing trade enterprises with a mechanism for competitively adjusting their size. Thus, the National Bank of Ukraine has the right to request and publish statistical information on the size of interchanging and acquiring rates in international payment systems.
It is also proposed to establish that the schedule of providing all traders with the opportunity to make non-cash payments should be approved by the Cabinet of Ministers.
The MP said that a separate block of amendments is aimed at taking into account the comments of the National Agency for the Prevention of Corruption. When finalizing the bill, amendments were taken into account, which provide for strengthening the requirements for user authentication.
In addition, it is proposed to expand the list of limited payment services - services for which permission to conduct is simplified, and remove the rule on the liability of service providers in cases of payment transactions in which funds are debited from the wrong payer through no fault of the service provider.
The issue of setting limits on interchanging and acquiring rates has caused a debate, as they are too large compared to other countries.
At the same time, the proposal to gradually reduce interchanging rates did not receive the required number of votes.
The Committee decided to recommend to the Verkhovna Rada to adopt the bill in the second reading and in general in the wording proposed in the comparative table.
