At the meeting of the Committee on Humanitarian and Information Policy, MPs considered the bill on amendments to the Law "On Libraries and Library Affairs" (No.5002).
MP Yevhenia Kravchuk named the main innovations of the draft law. In particular, there is a mechanism for preserving the network of libraries, which should protect them from closure: institutions cannot be closed without public discussion and approval of the Ministry of Culture and Information Policy; the concept of "mobile library" appears, etc.
The document envisages updating the terminological apparatus, in particular, proposing the modern classification of libraries by forms of ownership and meaning; by public use.
The document also proposes to define and consolidate the functions of libraries: to clarify in accordance with international standards the tasks and functions of national and state libraries; for the first time it is proposed to consolidate the functions of public libraries (in accordance with the IFLA / UNESCO Manifesto on Public Libraries); for the first time it is proposed to consolidate the functions of regional universal scientific libraries as the main regional libraries, to specify the norms on special libraries, etc.
Based on the results of the review, the Committee recommends to adopt as a basis the draft Law on Libraries and Library Affairs No. 5002.
MPs discussed the draft law on amendments to the Law of Ukraine "On Theaters and Theater Business" to create additional conditions to ensure the professional development of creative workers of theaters (No. 5205).
The draft law envisages supplementing Article 21 of the Law of Ukraine “On Theaters and Theater Business” with the paragraph on the right of professional creative workers of theaters to be granted creative leave to carry out creative activities outside their main place of work.
This will allow creative workers who tour the world and represent Ukrainian culture to remain soloists of Ukrainian theaters.
Based on the results of the consideration, the members of the Committee recommend to the Parliament to adopt as a basis the draft Law on creating additional conditions for ensuring the professional development of creative workers of theaters No. 5205.
The MPs also supported the draft Resolution on honoring the memory of children who died during the armed aggression of the Russian Federation against Ukraine (No. 5343).
