During the sitting, the draft Law “On Amendments to Certain Laws of Ukraine Concerning the Improvement of the Planning Process of Legislative Work of the Verkhovna Rada of Ukraine” was considered (No. 5178). The draft law proposes to improve the process of planning the legislative work of the Verkhovna Rada of Ukraine by amending the Rules of Procedure of the Verkhovna Rada of Ukraine and the Law of Ukraine "On Committees of the Verkhovna Rada of Ukraine". The adoption of the draft law will contribute to the establishment of effective work of the Verkhovna Rada of Ukraine in the adoption of important laws for the country.
The Committee members also considered the draft Law of Ukraine "On Amendments to the Law of Ukraine 'On the Rules of Procedure of the Verkhovna Rada of Ukraine' in order to bring the planning process of the legislative work of the Verkhovna Rada of Ukraine in line with procedural guidelines on rights and responsibilities of the opposition in the democratic Parliament"(No. 5178-1).
The draft law proposes amendments to the Law of Ukraine “On the Rules of Procedure of the Verkhovna Rada of Ukraine” in the part that: the agenda of plenary sittings of the Verkhovna Rada for each day of the plenary week is prepared on a proportional basis according to the number of the parliamentary factions and groups, and non-factional MPs in the amount of not more than 20 bills per day. The issues of the agenda for each day of the plenary week are placed alternately by each subject of the right of legislative initiative. The Main Committee considers draft laws taking into account the proportional principle in accordance with the quantitative composition of parliamentary factions (deputy groups) and non-factional MPs.
In addition, the schedule of meetings of the Committee in April 2021 was approved.
As a result of consideration of the issues on the agenda, the Committee adopted decisions and appropriate conclusions.
