The Committee on Energy and Housing and Communal Services held a discussion on the topic: "The impact of the abolition of special obligations on gas market players on the heat supply sector".
The Chairperson of the Committee noted that the problem with gas supply for heat supply organizations is quite serious. Recalling that on May 1, 2021, the Government plans to abolish the special obligations imposed on natural gas market entities, which provide gas supplies to heat supply companies.
According to the representative of the Ministry of Community and Territorial Development, currently heat supply companies are not ready to work in a free market, including due to significant debts of users for consumed services to them and companies to NJSC "Naftogaz".
The participants of the event discussed the key challenges of functioning of heat supply enterprises to work in a liberalized market; the current state of heat supply enterprises and the possible consequences of the one-time abolition of special responsibilities for the heat supply sector; legislative initiatives that will help resolve the problem, debt verification issues, etc.
MPs, representatives of central executive bodies, local self-government bodies, NJSC Naftogaz of Ukraine, the Association of Cities of Ukraine and other relevant associations, heads of heat supply enterprises took part in the discussion.
