At their meetings, the members of the Committee on State Building, Local Governance, Regional and Urban Development considered the draft Law on Administrative Procedure (No. 3475) prepared for the second reading and submitted by the Cabinet of Ministers of Ukraine. The draft law introduces uniform rules of relations between the authorities and the citizen and business, ensures the right of the citizens to express their position and be heard by the administrative body, as well as a clear and consistent statement of the procedure for appealing decisions, actions or inaction of the authorities.
The draft law was approved by the SIGMA Program as one that is in line with the principles of public administration and is comprehensive, well-structured and balanced in terms of level of detail.
The draft law contains a thorough set of basic principles that should guide administrative procedures in all areas, and its provisions can serve as positive examples, especially with regard to the trend towards debureaucratization and simplification of administrative procedures. As a result of the discussion, the Committee recommends adopting the draft Law on Administrative Procedure in the second reading and in general.
