The Committee on Humanitarian and Information Policy recommends adopting the draft law No.5094 on improving legislation in the field of outdoor advertising.
MP Olena Kondratiuk, presenting the bill, said: “This bill is the work of many MPs and relevant associations. Each of us sees every day that the field of outdoor advertising needs legislation regulation. Advertising chaos on the streets and roads is not acceptable and does not create the European look of the streets."
She said that all the rules on outdoor advertising should be consolidated in one basic law, in particular, a scheme for placing advertising structures should be introduced, the requirements for issuing permits will be clearly defined, plans for placing advertising structures must be approved by local governments, all information about the owners will be posted on a special website.
"We anticipate that as a result of the adoption of the Law the number of advertising structures will be reduced to 50%, the illegal 'gray market', which is now 40%, will be eliminated and new rules of the game for the industry will be created," added Olena Kondratiuk.
According to her, the next step should be the development of a bill on the content of advertising.
The Law "On Advertising", adopted in 1996, did not provide for all the features of the advertising sector, in particular, the field of outdoor advertising. Therefore, the adoption of the bill is due to the need to resolve existing problems and create legal preconditions for the modernization of outdoor advertising, favorable conditions for doing business in this area, balancing the interests of businesses, authorities and citizens in outdoor advertising.
