Members of the Committee on Humanitarian and Information Policy took part in the discussion of legislative regulation in the field of outdoor advertising

Members of the Committee on Humanitarian and Information Policy took part in the discussion of legislative regulation in the field of outdoor advertising. During the event, participants discussed the draft Law No. 5094 On amendments to some laws of Ukraine to improve legislation in the field of outdoor advertising.  

In his speech, the Chairperson of the Committee Mykyta Poturaiev said: “The outdoor advertising sphere in Ukraine needs to be updated for a long time, because the legislation of the industry is quite outdated.” According to him, the MPs, together with representatives of the industry and the public, have developed the draft Law that takes into account the experience of large cities, which have already partially undergone changes in the outdoor advertising market.

Co-author of the bill, MP Oleh Makarov noted that it is necessary to introduce a single procedure for regulating the complex procedure of publication, refusal, cancellation, extension of permits for outdoor advertising. Also clearly regulate the processes of payment for the use of advertising space, as well as the dismantling of unauthorized structures. In addition, the deputy stressed that there should be a balanced distribution of powers to regulate the placement of outdoor advertising and the implementation of permitting and conciliation functions between the executive authorities, local governments.

MP Pavlo Sushko outlined four aspects that will be affected by the bill, in particular social advertising, exemption from taxes for the use of public and municipal places of distributors of outdoor advertising for the period of social campaigns; increase in budget revenues due to the removal from the shadows of the part of the market that is currently operating illegally; strengthening public control (through the creation of public electronic registers of advertising structures).
