Given the development of information and communication technologies, it is necessary to provide for the participation of citizens in the process of state formation using the tools of e-democracy. This was stated by the First Deputy Chairperson of The Verkhovna Rada of Ukraine Ruslan Stefanchuk during the committee hearings on “Electronic Democracy in Ukraine – the roadmap for the goal – Ukraine in the TOP-20.”
“I am a supporter of both direct democracy and maximum digitalization. We try to combine these things in the legislative activity. We have already developed certain models in the field of direct e-democracy. In part, they are contained in the adopted Law on All-Ukrainian Referendum, and to some extent should be reflected in the bill on local referendum. However, electronic voting during the all-Ukrainian referendum will be used only after the adoption of a separate relevant legislative act, which will provide for electronic voting in Ukraine,” told Ruslan Stefanchuk.
According to him, the issue of electronic voting is not a legal issue, but a technical one.
“We will be able to use this tool only when the possibility of conducting this type of voting is technically confirmed. It is extremely important to discuss the issues of security and trust in the results that will be obtained through the electronic form,” Ruslan Stefanchuk stressed.
