At the sitting of the Committee on Humanitarian and Information Policy, the deputies considered the draft Law No. №4107 on Ensuring the Independence of the National Council of Ukraine on Television and Radio Broadcasting. The draft law is designed to fulfill international obligations to implement in national legislation the provisions of the Directive of the European Parliament in terms of ensuring the independence of the state regulator in the field of broadcasting.
The purpose of the bill is to develop an effective procedure for appointing and terminating the powers of members of the National Council, as the existing procedure cannot fully guarantee the principle of independence, effective and transparent mechanisms of the state regulator.
Based on the results of its consideration, the Committee recommends the adoption of the draft Law in general.
The participants of the meeting also discussed the draft Law No. 3427 on amendments to the Law of Ukraine “On Advertising” on combating gender discrimination. The draft law proposes: - define the concepts of ‘discriminatory advertising’ and ‘sexually discriminatory advertising’;
- prohibit the use of discriminatory allegations and images in advertising;
- increase the size of fines for violations in advertising, especially in case of repeated violations and failure to provide or late provision of information to the authorities;
- introduce a public rebuttal of discriminatory advertising.
The document is designed to implement the UN Convention on the Elimination of All Forms of Discrimination against Women and the EU-Ukraine Association Agreement. Based on the results of its consideration, the Committee recommends the adoption of the draft Law in general.
