The draft Law No. 4142 “On The Public Health System” introduces a determination of the legal, organizational, economic and social principles of the functioning of the system for disease prevention, preservation and strengthening of public health, creation and implementation of a unified system of preventive medicine, specifying the principles, tasks, mechanisms and timeframes for developing a system under which regional centers will operate in each district (with partial renewal of the functions which, after the liquidation of the State Sanitary and Epidemiological Service, were chaotically assigned to various successor bodies). The Law “On the Public Health System” is intended as a substitute for the Laws “On Ensuring the Sanitary and Epidemiological Well-Being of the Population” and “On Protection of the Population from Infectious Diseases.” The issue of vaccination is outside the scope of this bill.
