Adopted as a basis the draft Law “On Amending the Law of Ukraine ‘On Ensuring Large-Scale Expansion of Export of Goods (Works, Services) of Ukrainian Origin Through Insuring, Guaranteeing and Cheapening Export Crediting’ to Ensure Effective Functioning of The Export Credit Agency”

The draft Law No. 3793 “On Amending the Law of Ukraine ‘On Ensuring Large-Scale Expansion of Export of Goods (Works, Services) of Ukrainian Origin Through Insuring, Guaranteeing and Cheapening Export Crediting’ to Ensure Effective Functioning of The Export Credit Agency” expands the ability of the ECA to insure and reinsure export factoring.
The bill proposes:
- removes the risk of uncontrollable burden on the State Budget;
- expands the spheres of support for Ukrainian exports – goods with high added value;
- increases the size of the ECA’s authorized capital to 2 billion UAH;
- establishes that the controlling block of shares in the ECA’s authorized capital belongs to the state and may not be privatized;
- expand the scope of support for Ukrainian exports;
- to leave only one type of state aid – state guarantees to ensure the fulfillment of ECA's debt obligations;
- ensure separate accounting of relevant earmarked contributions and donor assistance;
- cancel an instrument such as a securitization guarantee.
