The Verkhovna Rada hosted the first sitting of the Working Group on preparation of the draft Law on recoding (updating) of the civil legislation of Ukraine. Opening the sitting, First Deputy Chairperson of the Verkhovna Rada, Chairperson of the Working Group Ruslan Stefanchuk said:
“We stand on the principles of quality and efficiency of legislation. The fundamental things that will be required to reform the legislation must have a solid scientific basis. That is why, for the first time, we have gathered such an expanded circle of scientists and practitioners, people's deputies, in order to discuss issues related to the most important component of legislation – civil law.”
He stressed the importance of discussing the draft Concept and maximum openness of the Working Group.Natalia Kuznetsova, Vice President of the National Academy of Legal Sciences, developer of the current Civil Code, spoke about the preconditions and main directions of recoding civil law. According to her, the whole world is following this path. The idea of harmonizing the private legal framework has embraced the European Union.
The participants also discussed issues of property rights, intellectual property, family, inheritance law, private international law and others.
During the meeting it was noted that the work on updating the civil legislation will take at least two years.The members of the Working Group supported the proposal to further distribute the work on books among the participants according to the respective specialization.
