Adopted as a basis the draft Law “On Amending the Law of Ukraine ‘On the Security Service of Ukraine’ to Improve the Organizational and Legal Principles for the Operation of the Security Service of Ukraine”

 The daft Law No. 3196-д is aimed at increasing the institutional capacity of the Security Service of Ukraine to ensure state security and bring the legislation of Ukraine governing its activities in line with modern challenges and threats to Ukraine's state security, as well as strategic and conceptual documents on the development of the security and defense sector, reform of the law enforcement system and relevant recommendations of Ukraine's international and European partners.
The draft Law “On Amending the Law of Ukraine ‘On the Security Service of Ukraine’ to Improve the Organizational and Legal Principles for the Operation of the Security Service of Ukraine” is a substitute for the Laws of Ukraine “On the Security Service of Ukraine” and “On the General Structure and Numerical Strength of the Security Service of Ukraine” and provides for amendments to 26 Laws and Codes.
The bill provides:
-         new standards are introduced for social and legal protection of persons involved in confidential cooperation;
-         powers are granted for performing special information operations and for countering special information operations against Ukraine;
-         special SSU divisions for countering corruption and organized crime are liquidated;
-         the law-enforcement function of the SSU is restricted by gradual (until 2024) transfer of the function of pretrial investigation (inquiry) to the SBI; partial demilitarization of the SSU with transition to special ranks.
The bill also proposes multilevel mechanisms for preventive response to threats to state security. The draft law defines mechanisms for counteracting the intelligence and subversive activities of foreign special services, illegal armed groups and terrorist organizations with the use of public organizations and political parties, as well as the media.
