The Verkhovna Rada of Ukraine formed the Temporary Commission of Inquiry on inspection and assessment of the state of the joint-stock company ‘Ukrainian Railways’, investigation of the facts of possible inaction, violation of the legislation of Ukraine by the management bodies of the enterprise, which led to a significant deterioration of the technical condition of the enterprise and the main production indicators.
The resolution defines the main tasks of the Temporary Commission of Inquiry:
1) inspection and assessment of the state of the joint-stock company “Ukrainian Railways”;
2) investigation of the facts of possible inaction, violation of the legislation of Ukraine by the management bodies of the enterprise, which led to a significant deterioration of the technical condition of the enterprise and the main production indicators, as well as compliance with the Law of Ukraine ‘On Public Procurement" and the procedure for procurement of goods, works and services necessary to implement measures aimed at preventing the occurrence and spread of coronavirus disease (COVID-19);
3) verification of the implementation of measures to reform the enterprise in accordance with the approved strategic development plan, compliance of documents with the Law of Ukraine "On Remuneration of Labor" and compliance with the terms of the collective agreement;
4) checking the rational use of state property;
5) verification of professional compliance of members of the board and supervisory board of the joint-stock company ‘Ukrainian Railways’;
6) exercising control over the implementation of measures to reform and maintain the proper operational activities of the joint-stock company "Ukrainian Railways" for the period of activity of the Temporary Commission of Inquiry.
The resolution determines that the number of members of the Temporary Commission of Inquiry is 13 MPs. The resolution defines the term of activity of the Temporary Commission of Inquiry – one year from the date of its formation.
