Published
the Preliminary Report of the Temporary Commission of Inquiry of the
Verkhovna Rada of Ukraine on investigation of possible corrupt actions
of public officials published in the mass media, which led to
significant losses of the revenue part of the State Budget of Ukraine.
The
preliminary report of the Temporary Commission of Inquiry set out the
circumstances that led to the investigation of information on possible
corrupt practices: statement of the former Minister of Finance of
Ukraine Ihor Umansky that due to VAT schemes the State Budget of Ukraine
loses about UAN 5 billion per month.
According
to the Resolution of the Verkhovna Rada of Ukraine of April 24, 2020
№568-IX the main task of the Temporary Commission of Inquiry is to
investigate the facts of possible corrupt actions of public officials,
in particular, the State Fiscal Service of Ukraine, the State Tax
Service of Ukraine and the State Customs Service of Ukraine, which led
to a shortfall in revenues of the State Budget of Ukraine in
particularly large amounts, in the period from January 1, 2019 to this
time.
The
Resolution of the Verkhovna Rada of Ukraine also instructed the
Accounting Chamber to carry out an unscheduled measure of state external
financial control (audit) to inspect the activities of the State Fiscal
Service of Ukraine, the State Tax Service of Ukraine and the State
Customs Service of Ukraine from January 1, 2019.
According
to the preliminary report, it is proposed to extend the work of the
Commission for 6 months to cover the period from April 2020 to December
2020 inclusive.
