Committee on State Building, Local Governance, Regional and Urban Development recommends the adoption the draft Law “On Democracy through All-Ukrainian Referendum” in the second reading and in general

The Committee reconsidered in the second reading the draft Law No. 3612 “On Democracy through All-Ukrainian Referendum” and remarks from the Main Legal Department of the Verkhovna Rada of Ukraine Secretariat to the final version of this bill.
 
In total, during the consideration of the bill, the Committee processed 1,386 proposals received from 49 MPs, of which: 366 proposals were taken into account, 39 were partially taken into account, 52 were taken into account editorially, and 929 were rejected.
 
The Committee also supported the amendments and proposals aimed at taking into account the recommendations made in the urgent joint opinion of the European Commission for Democracy through Law (Venice Commission) and the OSCE Office for Democratic Institutions and Human Rights (ODIHR). In particular, the proposals concern the simultaneous holding of national, regular local elections and the all-Ukrainian referendum, the requirements for the formulation of issues to be submitted to the all-Ukrainian referendum, and the holding of televised debates between the participants of the all-Ukrainian referendum process. Also, in accordance with the recommendations of the Venice Commission, the deadline for collecting signatures under the initiative to hold an all-Ukrainian referendum on the people's initiative was extended, the algorithm for stopping and resuming the all-Ukrainian referendum process was improved.
 
 
Based on the results of the consideration, the Committee adopted the conclusion to recommend the adoption of the Bill in the second reading and as a whole.
