The Verkhovna Rada has passed today the following draft bills/resolutions to presently emerge as full-blown pieces of legislation:
Bill No.3658: First reading - “On amendments to some laws of Ukraine as to enhanced support for the electricity production from alternative energy sources”.
The bill aims to legislatively settle pressing issues of the ‘green’ energy generation, reduce financial burden over the ultimate price, bring the interests of society, power consumers and electricity market players into balance, prevent shortage of funds in the electricity market, improve the state enterprise Guaranteed Buyer’s solvency and ensure further development of the renewable energy sector.
The bill is also purposed to create conditions for accelerating the transition to a new, competitive model of supporting the renewable energy industry through auctions that allocate support quotas and to help address urgent challenges of the industry. A sequence of related acts of legislation will be amended accordingly.
Bill No.3668: First reading - “On rehabilitation of persons with disabilities”.
The law is designed to ensure setting up a viable and effective rehabilitation subsystem as part of Ukraine’s general healthcare system. The bill is regarded to be a new holistic act of legislation that defines the legal, organizational and economic principles for rehabilitation of persons with disabilities. The act suggests introducing a new type of economic activity termed "rehabilitation practice", which is subject to specific licensing.
Bill No.3734: Second reading - “On
amendments to the Law of Ukraine ‘On the higher education’ (concerning the
particularities of entering higher education institutions by persons from the
temporarily occupied territories of the Autonomous Republic of Crimea and the
city of Sevastopol, the Donetsk and Luhansk oblasts, and other categories of
persons”.
The changes do expand the
opportunities for admission to all higher education institutions for entrants from
the temporarily occupied territories of Ukraine as well as areas contiguous to the contact line.
