The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Thursday’s plenary session.

The Chairman reminded that the Verkhovna Rada has the authority to consider and make decision on approval of the ministers’ action programme.

Parliamentarians then proceeded to the business of the day.

 

  • Bills, legislations and resolutions passed

 

On Cabinet’s programme: Draft bill No.3330 “On the Action Programme of the Cabinet of Ministers of Ukraine”.

The presiding officer gave the floor to the Prime Minister of Ukraine Denys Shmyhal, who presented the programme.

According to him, the programme is aimed at supporting Ukrainian producers, small and medium-sized businesses, energy companies and farmers, implementing the updated healthcare reform and changing the pension system, reducing the cost of credits and raising social standards. The speaker informed that the medium-term and long-term priorities include 19 items, 82 sub-items, the total number of expected results - 320 items.

The Prime Minister also stressed that the Government and the Parliament need a common roadmap and they are in need of “a close interaction between the two key branches of government", then stressing that the proposed programme does constitute such a roadmap. The premier called on the parliamentary corps to support the Government's action programme.

Denys Shmyhal then answered the questions from the floor.

The programme was put to the vote and eventually voted down by only 207  votes who decided to support the document.

 

On 2019 budget: Draft bill No.3269-d

The report on the fulfilment of the Law of Ukraine “On the state budget of Ukraine for 2019” was presented by the finance minister. Key figures of the budget as per the bill: public revenue UAH 998,344.9 million, government expenditures UAH 1,075,122.1 million, loan repayment UAH 7,303.4 million, loan provision UAH 11,519.9 million, budget deficit UAH 80,993.7 million. The bill was backed by 237 MPs.

 

On changes to a VRU resolution: Draft resolution No.3661

318 MPs confirmed the draft document that amends Article 2 of the VRU resolution “On the structure of the Verkhovna Rada of Ukraine Secretariat”.


On completion of academic year: Draft bill No.3669

The bill about topical issues of completing the 2019/2020 academic year was put on the agenda for further review by 300 ayes. The act is purposed to minimize the coronavirus disease (COVID-19) risks likely contractable in the course of the summative assessment of pupils (students) who are in the process of completing their general secondary education, and enable them to duly obtain their general certificates of secondary education completed. The parliament passed the bill on the second reading by 356 assenting votes. 358 parliamentarians then cast their votes for immediate sending the bill for the president’s signature.

 

On 2020 state budget: Draft bill No.3509

The bill “On amendments to the Law of Ukraine “On the state budget of Ukraine for 2020” was taken as law on the second reading by 331 ayes.

 

On referenda: Draft bills Nos.3612, 2182, 3177

The bill No.3612 “On the rule of the people through an all-Ukrainian referendum” was backed on the first reading by 252 assenting votes, the other two were rejected.

 

On bankruptcy abuses: Draft bill No.3322 

The act “On amendments to the Bankruptcy Code of Ukraine (as to eliminating bankruptcy abuses for the period of preventive measures against the emergency and spread of coronavirus disease (COVID-19)" was supported on the second reading by 307 MPs.

 

On offices for High Anti-Corruption Court: Draft bill No.3348

253 members of parliament approved the bill “On amendments to the Law of Ukraine ‘On the High Anti-Corruption Court of Ukraine’ for providing the court with office facilities and other operational issues” on its second reading.

 

On Antonov’s debts reorganization: Draft bill No.3350

The bill “On amendments to the Law of Ukraine ‘On debt reorganization of the State Enterprise ‘Antonov’ (as to creating the factors for providing the High Anti-Corruption Court with office facilities)” was passed on the second reading by 244 parliamentarians.

 

On quarantine-affected procedural terms: Draft bill No.3383     

The bill “On amendments to the Commercial Procedural Code of Ukraine, the Civil Procedural Code of Ukraine, the Administrative Procedure Code of Ukraine concerning the course of procedural terms under the quarantine introduced by the Cabinet of Ministers of Ukraine to prevent the spread of coronavirus disease (COVID-19)” was approved on the second reading by 264 Ukrainian MPs.

 

On environmental impact assessment: Draft bill No.3438

The draft legislation “On amendments to the Law of Ukraine ‘On environmental impact assessment’ as to preventing the emergence and spread of coronavirus disease (COVID-19)” has been endorsed on the second reading by 231 members of parliament.

 

On indexation of a child support: Draft bill No.3112

The act “On amendments to the Law of Ukraine ‘On enforcement proceedings’ (as to enforcer’s responsibility to undertake for indexation of a child support amount mandated by court in a set sum of money)" was confirmed on its first reading by 274 votes in favour.
