The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Thursday’s plenary session.
The morning section
The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, and proposals.
MP Inna Sovsun spoke on behalf of two factions. The speech referred to the Cabinet of Ministers‘ action programme.
Then, MP Mariia Ionova spoke on behalf of other two factions. The speech referred to the resignation of the government currently in force.
Afterwards, parliamentarians proceeded to the business of the day.
On Cabinet’s action programme: Draft resolution No.3330
The presiding officer gave the floor to the Prime Minister of Ukraine Denys Shmyhal to deliver a report on the government’s action programme.
The purpose of the programme is to overcome risks to life and health of citizens, restore economic growth, ensure material wealth and prosperity of Ukrainians through building an effective economic system, development of business and enterprising, job creation, ensuring equal opportunities for all entrepreneurs, high social standards, development of education, science, culture and the system of public services, protection of Ukraine’s territorial integrity and sovereignty with a safe and smooth reintegration of the temporarily occupied territories of Ukraine alongside with a permanent, invariable and steady course towards European and Euro-Atlantic integration of Ukraine.
After the speech, the premier D.Shmyhal addressed the chamber with a request to send the draft programme for revision so that the government could prepare a better document.
The draft resolution No.3330 “On the Action Programme of the Cabinet of Ministers of Ukraine” was then put to the vote. Finally, the draft action programme was sent for revision by 245 votes that confirmed this decision.
On dismissal of V.V. Prystaiko: Draft resolution No.3583
The Prime Minister D.Shmyhal put forward a motion to dismiss the First Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine Vadym Prystaiko. 296 parliamentarians supported Prystaiko’s amotion.
On assignment of O.V. Stefanishyna: Draft resolution No.3584
The Prime Minister D.Shmyhal put forward a motion to appoint Olha Stefanishyna as First Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine. 255 parliamentarians supported this appointment.
On assignment of O.V. Tkachenko: Draft resolution No.3585
The Prime Minister D.Shmyhal put forward a motion to appoint Oleksandr Tkachenko as Minister of Culture and Information Policy of Ukraine. 263 parliamentarians supported this appointment.
The new ministers took an oath before the Verkhovna Rada of Ukraine.
On offences committed by a criminal community: Draft bill No.2513
The second reading of the bill “On amendments to the Criminal Code of Ukraine regarding the amenability for acts of crime perpetrated by a criminal community”. 236 MPs confirmed the bill on the second reading as law.
On changes to electoral laws: Draft bill No.3485 (3485-1 as alternate)
The bill “On amendments to certain laws of Ukraine as to improving the electoral legislation” was backed by 292 ayes on the first reading.
On VRU’s appeal to Cabinet of Ministers: Draft resolution No.3414
The draft resolution “On appeal to the Cabinet of Ministers of Ukraine regarding taking measures aimed to ensure proper social protection of boarding school pupils, including children with disabilities, orphans, children deprived of parental care and persons from among them”. The document was supported by 338 MPs.
On customs tariff: Draft bill No.3228
The bill “On the customs tariff of Ukraine” aims to bring Ukraine's legislation in line with international law, in particular by creating the Customs Tariff of Ukraine, which is based on the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA), based, in turn, on the Harmonized Commodity Description and Coding Systems 2017 and the Combined Nomenclature of the European Union (EU CN). The bill was finally adopted by the parliament: first reading (289 ayes), second reading (290 ayes).
On state guarantees of local government: Draft bill No.3118
On the first reading, the bill “On amendments to the Law of Ukraine ‘On local government in Ukraine’ as to ensuring the holding to state guarantees of local government and protecting its economic foundations” was carried by 295 assenting votes.
On training of PhDs: Draft bill No.3463
The bill “On amendments to the Law of Ukraine ‘On higher education’ as to the time extension for completing the training of candidates and doctors of sciences”. The parliament has finally passed the bill: on the first reading (342 ayes), on the second reading (243).
On changes to budget code: Draft bill No.3510 (3510-1 as alternate)
The bill “On amendments to the Budget Code of Ukraine” was approved by 329 ayes on the first reading and 326 – on the second.
On animal health and welfare: Draft bill No.3398
The bill “On amendments to Section X ‘Transitional and Final Provisions’ of the Law of Ukraine ‘About the state control over law compliance on food products, forages, animal by-products, animal health and welfare’” was taken as law on the second reading by 319 assenting votes.
On seconding judges: Draft bill No.2823
The bill “On amendments to the Law of Ukraine ‘On the judiciary and the status of judges’ as to seconding judges by way of temporary transfer of the judges to another court” was confirmed on the second reading by 288 votes in favour of this decision.
On military ranks: Draft bill No.2247
The bill “On amendments to certain legislative acts of Ukraine regarding military ranks of servicemen” was approved on the second reading by 291 ayes.
On information security: Draft bill No.2043
The bill “On amendments to the Law of Ukraine ‘On protection of information in telecommunication and information systems’ (as to confirming an information system’s compliance with the information security requirements)” was taken on the second reading by 269 parliamentarians.
