VRU Chairman signs three pressing bills

Pursuant to the Constitution of Ukraine, the Chairman of the Verkhovna Rada D.Razumkov has signed today three bills of great moment adopted at the 13 April extraordinary sitting of the parliament, viz - Nos.3320, 2339, and 1049.

 

The Law of Ukraine (bill No.3320) – “On amendments to the Law of Ukraine ‘On protection of the population against infectious diseases’ to prevent the spread of the coronavirus disease (COVID-19)”.

  • The statute brings some new notions and definitions like “self-isolation”, “observation”, “observer”;
  • grounds and procedure for obligatory self-isolation, observation and hospitalization are to be determined by the Cabinet of Ministers;
  • executive authorities and local governments will be entitled to set up interim healthcare establishments (specialized hospitals) without licencing with the aim to render additional medical aid to people;
  • extra medical workers might be contracted by healthcare establishments during the time of quarantine.

 

The Law of Ukraine (bill No.2339) – “On amendments to certain legislative acts of Ukraine aimed at preserving the environment (with regard to heightening the accountability for actions directed towards air pollution and destruction or damage to flora objects).

The law multiplies pecuniary penalties for air pollution and destruction or damage to flora objects many-fold – 13 to 18 times on average.

 

The Law of Ukraine (bill No.1049) – “On amendments to certain legislative acts of Ukraine regarding the introduction of a single account for payment of taxes, fees, and single contributions to compulsory state social insurance” (with the President of Ukraine’s proposals of 19.02.2020 accounted for).

Any charge, foreclosure and seizure against funds credited to this taxpayer’s single account are now disallowed by this legislative act provided the account was voluntarily opened in favour of the taxpayer at the central level of the State Treasury Service of Ukraine.

 

These three laws have already been submitted up to the President of Ukraine for signature.
