“It will be the Parliament of Ukraine that introduces a sweeping electronic workflow into circulation nationwide,” – Viacheslav Shtuchnyi
On December 1, the VRU apparatus (the Secretariat) saw an extensive meeting that ingathered heads of all organization departments and committees’ secretariats for ample deliberations upon further training on how to work within an integrated automatic system to be launched before long.
At the very off of the meeting, the VRU apparatus’s chief of staff Viacheslav Shtuchnyi reminded that Ukraine’s e-workflow law of November 17, 2019 under No.207-IX clearly defined that all types of documents, including draft bills, are to be made through the said integrated automatic system in accord with regulations to be approved by the VRU chairman. He then also stressed that starting from Feb 4, 2020 all documentation should be submitted in the form of original e-documents “rigged” with electronic signature of a person entitled to legislate.
According to him, it’s exactly the VRU apparatus that has to immediately adapt both elaborated and existing automated systems to requirements of the VRU rules of procedure: the Electronic document management system (SEDO) made in 2017-18 and the “Electronic Bill” system – the interconnection e-platform used by all holders of the right to legislative initiative.
Equally important is there the preparation of a proper legal and regulatory framework that should address the issues of electronic workflow linked with the legislative process.
The period of December 2019-January 2020 is seen to be assigned for trainings of all the staff involved on how to work within the above systems.
At present, the SEDO system is already on the mode of operational testing.
The chief of staff emphasized that today the interconnection e-platform of holders of the legislative initiative right is fully operable for conducting trainings of the holders, the committees’ secretariats and the line departments.
