The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Wednesday’s plenary session.
The morning section
379 parliamentarians have registered to attend the meeting.
The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.
The Verkhovna Rada endorsed the agenda of the current meeting.
The current agenda:
1. Bill No.1031 “On amendments to certain legislative acts of Ukraine regarding confiscation of illicitly acquired assets of politically exposed persons and punishment for acquiring such assets” (including the bills Nos.1031-1, 1031-2 as the alternates);
2. Bill No.1037 “On amendments to the Law of Ukraine “On privatization of state and communal property”;
3. Bill No.1059 “On amendments to certain legislative acts of Ukraine regarding stimulation of investment activity in Ukraine”;
4. Bill No.1029 “On amendments to certain legislative acts of Ukraine regarding ensuring the effective institutional mechanism for corruption prevention” (including the bill No.1029-1 as the alternate).
5. Bill No.1046 on concession.
MPs then proceeded to reviewing the items of today’s agenda.
Laws, bills and resolutions passed
On illicit assets of PEPs
--Draft bill No.1031
By 316 ayes the parliament took the draft bill No.1031 “On amendments to certain legislative acts of Ukraine regarding confiscation of illicitly acquired assets of politically exposed persons and punishment for acquiring such assets” on the first reading.
The bill reinstates criminal liability for illegal enrichment, disabled by the Constitutional Court of Ukraine previously.
On roads preservation
--Draft bill No.1047
The parliament passed the draft bill No.1047 “On amendments to certain legislative acts of Ukraine regarding particular issues of size and weight inspection”. The document is aimed at preventing the premature destruction of highways by overladen vehicles. The bill was approved by 323 votes.
On state and communal property
--Draft bill No.1037
The Verkhovna Rada carried the bill No.1037 “On amendments to the Law of Ukraine “On privatization of state and communal property” on the first reading and in tote by 313 votes.
In particular, the bill kills the Ad Hoc Supervisory Panel of the Verkhovna Rada of Ukraine on Privatization as ineffective and makes a number of alterations to the Law of Ukraine “On privatization of state and communal property”.
On improvement of investment climate
--Draft bill No.1059
The parliament passed the draft bill No.1059 “On amendments to certain legislative acts of Ukraine regarding stimulation of investment activity in Ukraine” on the first reading by 290 parliamentarians.
The bill is designed to improve Ukraine’s investment environment.
On legal protection for place-names
--Draft bill No.1065
The parliament sanctioned the first reading of the draft bill No.1065 “On amendments to certain legislative acts of Ukraine regarding improvement of legal protection for geographical names”. 310 parliamentarians voted for its adoption.
On standardization
--Draft bill No.1068
The bill aims to bring the national standardization system into line with international and European practices. As a basis there was taken the bill “On amendments to certain legislative acts of Ukraine in connection with the adoption of the Law of Ukraine “On standardization” by 286 members of parliament.
On construction norms and regulations
--Draft bill No.1052
The bill aims at improving the quality of building codes and reducing the number of unjustified mandatory requirements. In particular, it is envisaged to use a parametric method of standardization of construction works, which is used in developed countries. The first reading of the draft bill No.1052 “On amendments to the Law of Ukraine “On construction norms” regarding improvement of construction standardization” was confirmed by 308 members of parliament.
On better services in field of construction
--Draft bill No.1081
The bill aims to create transparent and convenient conditions for developers and investors, as well as reduce corruption risks. By 306 ayes the Vekhovna Rada took the first reading of the bill No.1081 “On amendments to certain legislative acts of Ukraine regarding improving the procedure for provision of administrative services in the field of construction”.
On protection of financial consumers’ rights
--Draft bill No.1085 (including the draft bill No.1085-1 as the alternate)
The purpose of the bill is to create a proper protection system for the rights of financial consumers, to eliminate loopholes and inconsistencies in the current system of legal protection of consumers’ rights. The parliament took the bill by 309 ayes.
