More liability for sexual crimes against minors
--Draft law No.6449
By 247 ayes, the draft law “On amendments to certain legislative acts of Ukraine regarding strengthening liability for crimes committed against minors, adolescents and pre-pubertal persons” was carried by the parliament. The legislative act has strengthened the responsibility for rape and corruption of minors. In particular, there has been implemented imprisonment for up to fifteen years in the capacity of penalty, with the use of a forced chemical castration. Accordingly, the criminal code has been supplemented with a new article 59-1 drafted to introduce this innovation – a “forced chemical castration”.
The bill is to add to the law of Ukraine “On administrative supervision of persons released from places of deprivation of liberty” some new norms that launch the said supervision over those who have been convicted pursuant to the articles 152, 153, 155 and 156 of the Criminal Code of Ukraine. The bill also starts a public register of persons who have been convicted in accordance with the articles 152, 153, 155 and 156 of the Criminal Code of Ukraine.
On unified register of sexual offenders

By 228 ayes, the parliament took the first reading of the bill “On amendments to certain legislative acts of Ukraine (regarding the implementation of a unified register of persons convicted for committing crimes against sexual freedom and sexual integrity of minors and a harsher punishment thereat)”. The draft bill proposes to amend the Criminal Code of Ukraine, the Criminal Procedure Code of Ukraine, the Criminal Executive Code of Ukraine and the Law of Ukraine "On administrative supervision of persons released from places of deprivation of liberty".
The bill suggests:
- a voluntary chemical castration for those to have committed a particularly serious sexual offence against minors - after at least 9 years of the prison sentence is served;
- launching a unified register of persons convicted for committing crimes against sexual freedom and sexual integrity of minors aimed to prevent recidivism (second offense);
- administrative supervision over those convicts who have been released from places of deprivation of liberty and strengthening liability for crimes stipulated by the articles 152, 153, 155 and 156 of the Criminal Code of Ukraine committed against minors – up to a life imprisonment once repeated.
