Chairman speaks at local development forum in Truskavets on how to ensure ‘Carpathian breakthrough’

The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy participated in the IV Local Development Forum (June 25-27, venue – Truskavets, the Lviv Oblast)

The head of parliament thanked the event organizers for the opportunity "to use this platform for decisions that would enable us to transform a wonderful Carpathian region into a thriving and up-and-coming land".

During the plenary discussion, Andriy Parubiy reminded the audience that, being put up by the Verkhovna Rada of Ukraine, the Government had approved a few months ago the development concept for mountain territories of the Ukrainian Carpathians, thought to frame the general regional development plan. However, this fall may bring a more detailed document, which is presently under consideration.

"We must find the golden mean where we can maintain adequate social protection for the Carpathian regions and, at the same time, create all the necessary conditions for attracting investments," said Andriy Parubiy and added that those investments there are the prerequisite for a breakthrough in the Carpathians development.

He is convinced that cooperation with Poland, Slovakia, Hungary and Romania is seemed to be the most productive effort in this direction.

"Our union around the strategy of the Carpathian region gives us a unique opportunity - to attract large-scale investments of the European Union," A.Parubiy said.  - This region, closest to the EU, is capable of and should be the platform for closer cooperation and luring European funds. And this a key task for us".

Among components of success there, the Chairman of the Parliament also called infrastructure development, development of tourism and livestock farming as a traditional Carpathian business, protection of Carpathian ecosystems. In this context, he designated the importance of supporting and involving the local population in implementation of the programme.  "Only by combining the energy of local communities with the energy of the state and attracting European investments can we reach a new stage of development," he said.

At the same time, the home policy is also of great influence upon achieving positive results.

"We have faced a great challenge, which was last before us on the Maidan, when we understood that the European Union is, for Ukrainians, a sign equal to independence, it is well being and social protection of our citizens," the head of parliament stated. “We will not allow the European direction of development of our country to be changed and dismantled.  And we shall provide a "Carpathian breakthrough!" the parliament head declared in conclusion.
