Committee on Legislative Support of Law Enforcement

The сommittee recommends that the Verkhovna Rada adopt the bill No.8544 on strengthening liability for intentional damage to telecommunication objects, stopping illicit enrichment through scrap metal trading.

The draft law allows receipt of scrap only from business entities that use these materials in their economic activities - having an appropriate certificate of retirement of such materials at that. The draft is also to prohibit cash payments for receipt of certain types of scrap.

Appropriate amendments are to be made to the law of Ukraine “On scrap metal”, the Criminal Code of Ukraine and the Administrative Offences Code of Ukraine.

The committeemen supported the bill adoption of which may reduce damage-caused or/and theft-induced standing time, cut down the number of thefts of copper cables, lessen losses of telecommunication companies, eliminate uncontrolled receipt of scrap, and stop illicit enrichment via scrap metal speculations.
