The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the morning plenary session.
The presiding officer gave
the floor to representatives of the parliamentary factions and groups to make
their announcements, statements, reports, and proposals.
It was announced that
members of parliament Yurii Boiko and Serhii Lovochkin had been struck off the “Opposition
bloc” faction.
Parliamentarians then
reviewed the issue on prosecution and apprehension of Berezkin S.S., MP - as
per the motion pre-tabled by the prosecutor general’s office. Only prosecution portion
was regarded as well-founded for further development. Failing to win enough votes
(just 160 ayes), Berezkin’s prosecution was not supported by the chamber later on.
The First Deputy
Chairperson informed the audience about the participation of the parliamentary
delegation in the NATO PA session (Halifax, Canada), and clued up that its next
session would take place in 2020 in Kyiv.
Afterwards, the lawmakers switched
over to debates over the business of the day.

in regulations for urban development activities
--Draft bill No.7266-1
By 246 ayes, the parliament passed on the first
reading the draft bill “On amendments to the Law of Ukraine “On Regulation of
Urban Development Activities” (regarding the transfer, termination or temporary
suspension of powers of state architectural and construction control authorities)".
The bill is supposed to establish clear and instrumental
mechanisms for transferring powers to executive bodies in charge of state
architectural and construction control of rural, settlement and city councils.
The bill provides for legal instruments designed to
terminate, temporarily suspend and/or restore powers of executive bodies in
charge of state architectural and construction control of rural, settlement and
city councils, triggered by a corresponding application of a local home rule (self-government)
authority.
The presiding officer closed the meeting.
