Committee on Rules of Parliamentary Procedure and Support to Work of the Verkhovna Rada of Ukraine

The committee made public a study on how to enhance performance of the parliamentary committees. The paper was made within the framework of the EU and UNDP project “Council for Europe” aimed at refining the lawmaking process and capacity-building of the Verkhovna Rada of Ukraine pursuant to the recommendations elaborated by the European Parliament Needs Assessment Mission to the Verkhovna Rada of Ukraine and the Venice Commission.

The document provides an overview of the international practice in functioning of parliamentary committees.

 

Committee on Human Rights, National Minorities and Interethnic Relations

The committee’s subcommittee on gender equality and nondiscrimination has planned to hold a field meeting in Odesa. The meeting is to take place on May 29 with the business of the day on the progress in provision of the Roma women’s rights in Odesa Oblast. The field meeting is to be conducted with the aim of studying the current regional situation with the Strategy for protection and integration of the Roma national minority into the Ukrainian Society until 2020.

Ukrainian parliamentarians, representatives of the central and local executive authorities, local self-government, the scientific community, non-governmental and international organizations, the mass media were invited to participate in the event.

The conferees shall visit the village Nerubaiske of the Biliaivskyi region where the national minority’s representatives dwell.

The meeting shall take place at 15:00 at the Odesa regional council’s premises.

 

Committee on Social Policy, Employment and Pension Provision

The committee recommends the Parliament to take it on the first reading a bill on due, safe and healthy labour conditions.

At the committee sitting on May 23, there was pointed out that the bill No.8045 was aimed at amending the law of Ukraine on a state control in economic activity so as to insure that the oversight and control measures over compliance with the law in the fields of occupational safety and health, employment and state mines inspectorate be taken pursuant to this law and taking into account the peculiarities specified by relevant laws and international agreements.

The above state control over employment is to be conducted as per the procedure prescribed by the Cabinet of Ministers of Ukraine.

The bill’s initiator believes the amended law shall reinstate in full the state mines inspectorate, the state occupational oversight and control over employment, as well as safe and healthy labour according to the requirements set down by International Labour Organization (ILO).

The committee also recommends the Parliament to take it on the first reading the draft bill No.8101 for stopgap measures (during the antiterrorist operation) on updating the state control over labour legislation.

Through implementing the bill, they should accommodate up the monitoring procedure over the labour legislation and employment compliance at enterprises working within the ??anti-terrorist operation zone, except for settlements in the state-uncontrolled territory and those located on the line of confrontation.
