The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the session.

He congratulated those present on the International Family Day once triggered by the United Nations for May 15. A.Parubiy wished all Ukrainian families to be happy and by doing so making the entire Ukraine to be happy.

The Chairman gave the floor to representatives of parliamentary factions and groups who made their announcements, statements, reports, proposals.
Parliamentarians then turned to further considering amendments to the bill No.7466 on good (effective) management of right-holders’ property rights in the realm of copyright and adjacent rights.

Copyright and adjacent rights: Draft bill No.7466

The law defines the legal and organizational principles for collective management of property rights to copyright and related rights subjects. The new law gives appropriate powers to collective management organizations and defines the mechanism of rendering services to right-holders for gathering royalties on a contractual basis. The law frames the accreditation procedure for collective management organizations. The law establishes a state supervision over activities of collective management organizations and mediation in negotiations and resolving conflicts. The law is adopted with attachments to the text read out under the shorthand notes.

On ban on foreclosure and seizure of international investment funds:  Draft bill No.6578

There has been taken the bill amending a range of Ukrainian laws on prohibition of foreclosure and seizure of funds belonging to businesses engaged in central heat- and water supplying/draining, gained from international financiers for investment projects in Ukraine.

The law stipulates that the above funds shall from now on be managed in accordance with the agreements signed between the said businesses and the international financiers. The law prohibits foreclosure and seizure of funds held in special accounts and special accounts for credit facilities of business entities engaged in centralized water supply and drainage.

On investments promotion: Draft bill No.6141

The bill taken amends certain laws of Ukraine on stimulation of international investments. The legislative enactment establishes a legal regime for the registration of property rights of foreign clients of global custodians or other financial intermediaries upon securities in the depository system of Ukraine.

The law introduces some new important definitions into the related legislation, viz “nominal holder” (nominee), “nominee’s securities account”, etc. and regulates the corresponding aspects of depositary activity.

The law also regulates the principles of operation and maintenance of the said securities accounts, the connected restrictions and requirements, in particular, regarding information disclosure, as well as the issues of state regulation and control, etc.
