The Committee on Social Policy and Labour recommends that the Parliament adopts as a Basis the Bill on Amendments to the Law "On Employment"

The Bill (Reg. No. 2173), proposed by the People´s Deputies V. Khara, Ya. Sukhyi, O. Stoyan, M. Papiyev, envisages new version of the Law "On Employment".

 

The Bill proposes to establish a list of categories of employed population, suitable to market conditions of the functioning of Ukraine´s economy. Employed population consists of Ukraine´s citizens, foreigners and persons without citizenship, who legally live or stay on the Ukraine´s territory. The list of employed population generally includes 13 categories, put into accordance with current legislation, particularly the Law "On Provision of Pensions".

 

The Bill has also defined directions and mechanisms of the coordination of actions of executive power organs´, employers, private institutions that provide services on the labour market, labour unions, social organizations in the realization of public policy in the field of employment, which should ensure real influence of these organizations on employment processes.

 

The Article „Job Creation", which legislatively defines public policy in the field of job application places and makes for satisfaction of interests of employees´, employers, and State, has been introduced into the Bill.

 

Among employment adjustment mechanisms particular articles envisage regulations on adjustment of labour migration concerning employment and social protection of ukrainian citizens who work abroad and use of foreign citizens´ work on the territory of Ukraine.

 

The Bill contains regulations concerning dataware of labour market and work check-up of legislation on employment.
