The Committee on Taxation and Customs Policy held a Conference to discuss the Methods of reforming and improving Excise Tax in Ukraine

Opening the conference S. Teryokhin, the Head of the Committee, expressed his confidence that raised questions will give an impulse to improvement of legslation on excise tax, which will help to satisfy customers´ demand and fill in the budget.

 

Action participants concentrated their attention on matters of system development strategy and methods of improving excise tax administration in Ukraine. Particularly, the problems at issue were: excise on petrol, diesel oil, tobacco, ethyl alcohol and strong drinks.

 

V. Regureckiy, Vice-Chairman of State Tax Administration, has stressed that alcohol producers "initiated return to the establishment of floor prices of alcohol". According to him, establishment of floor prices of alcohol will also give an opportunity to eliminate cheap low-quality goods, an more efiiciently administrate these goods.

 

At the same time the official emphasized that it´s necessary to strengthen protection against falsification of excise marks for marking alcohol and tobacco goods. According to him, changes in the production technology of excise marks have already been proposed. New excise marks will contain holographic protective element which eliminate the possibility of falsification and will give an opportunity to immediately determine authenticity of excise mark by the use of pocket device by spectral code of holographic protective element.

 

The possibility of introduction of excise tax for natural gas and electric energy by the Ministry of Finance of Ukraine was also at issue during the conference.

 

Action participants have also touched upon a questions of supplying national economy with petrol. Particularly, the necessity of legislative regulation of bioethanol production was considered..

 

People´s Deputies, representatives of Cabinet of Ministers of Ukraine, Ministry of Finance, Ministry of Fuel and Energy, Ministry of Agrarian Policy, State Tax Administration, European Business Association, The International Taxes and Investment Center, scientists, managers of profile enterprises participated in the conference.
