The Budget Committee upholds, with reservations, the Programme presented by The Cabinet of Minister of Ukraine, 'Ukrainian Breakthrough: For the Benefit of the People, not the Politicians'

This decision was taken at the Committee meeting, which noted that the Programme is an complete declarative document, outlining the ways for socio-economic and political reforms, and the realisation of Cultural and International initiatives of the State.

 

At the same time, the Committee pointed out the general shortcomings of the Programme. It contains no stage-by-stage scheme, system or sequence for bringing the intended steps to life, or a time-schedule for their implementation. Key priorities are not emphasized, and estimated indicators for evaluation of the Programme´s realisation are in fact absent. It was noted that the Programme ‘is a declaration of intentions which should, by all means, be accompanied by an Action Plan for its implementation'.

 

Mykola Derkach, Committee Chairman, drew attention to the non-adherence to the requirements of the Law, 'On State Forecasting Activities, and Preparation of Economic and Social Development Programmes', with regard to the use of a 5-year forecast in preparing the Programme, the absence of cohesion between several declared tasks, and their variance with steps taken today by the Government.

 

 As regards Budget tasks, the Committee recommended that the Cabinet of Ministers includes additional tasks, and in particular, when making amendments to the Budget Code of Ukraine, not only should it provide for decentralization of inter-budget relations, but should also use an integrated approach to employing medium-term Budget planning and programme-target methods in the Budget process; improve procedures at all Budget process stages, enhance monitoring of adherence to the Budget legislation, increase the effectiveness of using Budget monies, including the use of efficient tools for managing the balances of Budget funds, and simplified procedures for the execution of Local Budgets; and drafting a Bill on the State Debt of Ukraine.
