Committee on Construction, Urban Development, Housing and Communal Services
…pays a get-to-know-you visit to the Federal Republic of Germany. The visit is sponsored by a federal company Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH under the aegis of the Federal Ministry for Economic Cooperation and Development.
The delegates had a meeting with Dieter Schimanke, former State Secretary and Dr.Horst Zimmermann, Marburg University. During the meeting they improved their knowledge on public administration and local government (home rule) of Germany, provision of administrative services and financing to minor communities. It is worth noting the self-government is vested with the widest range of powers – local managerial issues, administrative services, governmental investments, public institutes (schools, hospitals, institutions of public culture), sports development, central water supply, energy, waste disposal, etc.
The visit gave also opportunity to meet with the Minister of Internal Affairs of Land Rheinland-Pfalz and the ministerial staff. They gave a close review of the managerial system at a land level. Particular attention at the meeting was paid to establishment and performance of a union of communities, since this is the exact format of voluntary association of communities in Germany.
