The Committee on Judicial Policy is scrutinizing the Bill on Normative Legal Acts

The Committee is scrutinizing the Bill (Reg. No.1343), submitted by R.Zvarych, the People´s Deputy of Ukraine, and the Bill (Reg. No. 1343-1), submitted by O.Lavrynovych, the People´s Deputy of Ukraine.

 

At present there is no single normative and legal act that would establish requirements regarding elaboration of normative and legal acts, their adoption and coming into effect, their registration, system, types, hierarchy, and rule-making methods.    

 

The Bills were elaborated "to create an effective system of legislation, establish single compulsory requirements to elaboration and adoption of normative and legal acts, enhance quality of rule-making activity, facilitate stabilization and systematization of legislation, consolidate lawfulness and law order, establish the principle of law supremacy, provide due conditions for implementation and protection of human right and liberties".

 

As far as both Bills include regulations concerning the same issues, the Committee "intends to join efforts of their authors in order to elaborate a single unified Bill that will regulate rule-making activity of The Verkhovna Rada of Ukraine".
