The Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster recommends that the Parliament adopts at the Second Reading the Bill "On the Disciplinary Statute of Civil Protection Bodies and Sub-Divisions"

This Bill (Reg. No. 0910) proposes to ratify the Disciplinary Statute of Civil Protection Bodies and Sub-Divisions, due to requirements of Article 42 of the Law "On the Legal Principles of Civil Protection". 

The Bill was submitted in order to define the notion of official discipline; to determine duties of the ranks and the commanders of civil protection bodies and sub-divisions regarding observance of the discipline, types of incentives and disciplinary punishments, rights of commanders for their application, and the procedure of submittal and consideration of the proposals, appeals and complaints.

The Statute defines the notion of official discipline, determines rights and obligations of the ranks and the commanders of civil protection bodies and sub-divisions, including learners and students of educational establishments of an authorized central executive body on civil protection, specifies the issue concerning adherence to different rules, as well as types of incentives and disciplinary punishments and the procedure of their application. The Statute extends to all the ranks and the commanders, who should strictly adhere to its requirements.

The Committee members believe that realization of the Statute will contribute to enhancement of activity and efficiency of civil protection services.
