The Committee for Standing Orders, Deputy's Ethics and Support of Activities within The Verkhovna Rada of Ukraine, recommends the passing of a Clarification concerning Inter-Faction Associations in The Verkhovna Rada of Ukraine

This Clarification was adopted in execution of a Commission by the Chairman of The Verkhovna Rada, A. Yatseniuk, issued on 11 January 2008 based on Clauses of current Ukrainian Legislation.

 

The Clarification states that, ‘whereas The Constitution of Ukraine, The Law of Ukraine ‘On Status of the People´s Deputy of Ukraine´, and Standing Orders of The Verkhovna Rada of Ukraine, include no legal provisions concerning the setting up of Inter-Faction Associations in The Verkhovna Rada of Ukraine, the Committee therefore deems absent any legal basis for setting up Inter-Faction Associations in The Verkhovna Rada of Ukraine, or notification of the People´s Deputies of Ukraine on the formation of the said Associations by the Chairman of The Verkhovna Rada of Ukraine at a Plenary Meeting, or the effecting of the relevant registration in the Office and Administrative Department of The Verkhovna Rada of Ukraine.

 

At the same time, the Committee noted, this does not mean that the People´s Deputies of Ukraine are not entitled to create any voluntary Deputies´ Associations beyond Parliament. However, the Office and Administrative Department of The Verkhovna Rada of Ukraine will not provide legal, logistic or any other support for such associations.

 

This Clarification will be brought to the attention of the People´s Deputies of Ukraine.
