The Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine scrutinized several Draft Resolutions regarding Amendments to the Standing Orders of The Verkhovna Rada of Ukraine

Thus, the Committee scrutinized a Draft Resolution "On Amendments to Paragraph 4 of Article 2 of the Standing Orders of The Verkhovna Rada of Ukraine" (re Language to be used in presiding over a Meeting) (Reg. No. 2040), pursuant to which, "the People´s Deputies, members of the Cabinet of Ministers, and all public officials are to speak State language, in case they make reports at the plenary meetings of The Verkhovna Rada of Ukraine".

 

Pursuant to the Bill, other reporters (who are not People´s Deputies of Ukraine, members of the Cabinet oif Ministers of public officials) can report in other language. "The Verkhovna Rada of Ukraine Secretariate is to provide translation in the State language". 

 

However, the Committee members stated that "at present, there are no constitutional and legal grounds for introduction of such imperative demand concerning obligatory use of Ukrainian language by the People´s Deputies of Ukraine at the plenary meetings of The Verkhovna Rada of Ukraine".

 

Therefore, the Committee recommends that the Chairman of The Verkhovna Rada of Ukraine returns the Bill to the subject of legislative initiative without its consideration at the plenary meeting of The Verkhovna Rada of Ukraine.
