Chairman of the Verkhovna Rada Andrii Parubii opened the morning plenary meeting.
The Chairman of the Verkhovna Rada reminded that on Monday, the meeting of the Conciliatory Council of the heads of the parliamentary factions and the chairpersons of the Verkhovna Rada committees was constructive and its participants were able to agree the agenda "with almost all important issues in it: dismissal of judges, deregulation, gas market, electric energy market, laws for local self-government."
He informed that the Ukrainian 54th mechanized brigade managed to stop a Russian armed subversive group. He added that the brigade detained two active officers of the Russian Federation, who proved that the Russian troops and officers are staying on the territory of Ukraine. He noted the case again proved that Russia is holding active combat activities against Ukraine and the Ukrainian independence.
Later representatives of deputy factions and groups delivered speeches, reports, proposals and statements.
The people's deputies adopted the draft law "On assessment of environmental impact."
The draft law envisions setting legal and organizational principles of assessment of environmental impact and ensures implementation of Ukraine's international obligations within the framework of the Convention on Environmental Impact Assessment in a Transboundary Context and the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters, usually known as the Aarhus Convention.
The draft law offers specification of types of activities and objects subjected to environmental impact assessment.
Respective draft law was registered under No. 2009a-д.
The parliamentarians adopted the draft law "On strategic environmental assessment" as a basis.
The draft law aims to harmonize the Ukrainian legislation with the laws of the European Union in terms of the setting the field of application and the order of implementation of the strategic environmental assessment in compliance with the approach enshrined in the Directive of the European Parliament and the EU Council dated June 27, 2001.
Respective draft law was registered under No. 3259.
The Ukrainian Parliament also adopted the draft law "On amendments and supplements to some legislative acts of Ukraine" (as to elimination of administrative barriers for exportation of services).
The draft law offers to simplify the procedure of signature of foreign economic contracts, accounting, and financial reporting, and to abolish the foreign currency control over service exports transactions, intellectual property rights.
Respective draft law was registered under No. 4496.
The people's deputies adopted the draft law "On amendments to Law of Ukraine "On television and radio broadcasting" (as to specification of conditions of broadcast of TV and radio shows within universal show service).
The draft law offers to supplement the terminology of the Law of Ukraine "On television and radio broadcasting" with the "private TV and radio companies" notion, amend the "universal show service" notion and its elements; sets the order of exclusion of a show (shows) of private TV and radio companies from the universal show service.
Respective draft law was registered under No. 3504.
The parliamentarians adopted the draft law "On amendments to some legislative acts of Ukraine" (as to genetic identification of servicemen).
The draft law offers to oblige the state to ensure identification of servicemen with the help of the genetic identification methods (DNA test), and create the servicemen DNA database.
Respective draft law was registered under No. 2001a.
The people's deputies adopted the draft law "On amendments to Law of Ukraine "On military duty and military service."
The legislative act allows contracted servicemen to re-sign their contract for the period of 6-12 months or resign if service record is at least 18 months.
Respective draft law was registered under No. 4689.
The people's deputies adopted the draft law "On amendments to some Laws of Ukraine" (as to reduction of deficit of scrap ferrous metal in domestic market) taking in account the proposal of the President of Ukraine.
The Law puts the name and the text of the Law in new wording.
The Law supplements Article 13 of the Law of Ukraine "On foreign economic activity" with Section 9 saying:
- Exportation of scrap ferrous metal is conducted in compliance with this Law taking in account peculiarities enshrined in the Laws of Ukraine "On scrap metal" and "On import duty for scrap and scrap ferrous metal."
Section 1 of Article 9 of the Law of Ukraine "On scrap metal" has been excluded.
The proposals of the President of Ukraine to the Law were registered under No. 3868.
The parliamentarians put the draft law No. 4865 "On amendments to Law of Ukraine "On State Budget of Ukraine for 2016" (as to increase of expenditures of the Central Election Commission) on the agenda.
