Committee on transport recommends the Verkhovna Rada to adopt as basis draft law on introduction of automated payment system of for city passenger transport

During the meeting of the Committee it was noted that the revised draft law "On amendments to some legislative acts of Ukraine on introduction of automated payment system of for city passenger transport» №4121 proposes to, introduce  an automated payment system for city passenger transport by providing local governments with appropriate authority to set commitment of facilitating  of  privileged populations with electronic tickets in inhabited localities with  established automated fare accounting system and designate opportunities to impose  administrative liability for passengers who travels without registration or composting travel documents.

Relevant amendments have been proposed to the law of Ukraine "On Automobile Transport", "On city electric transport", "On local government in Ukraine", "On the Rehabilitation of Victims of Political Repression in Ukraine", "On status and social protection of citizens affected by the Chernobyl disaster ", “On the status of war veterans, guarantees of their social protection", “On protection of childhood", “On the basis of social protection of invalids in Ukraine", “On social and legal protection of military servicemen and their families", “On status of veterans of military service, veterans of internal affairs and some other people and their social protection. "

Committee members believe that the draft law  will help to  maximize the transparency and accuracy of actually rendered services for  transportation of privileged persons and other categories of passengers; to provide full, true and detailed information about the work done to solve the  problems of analysis and planning of passenger transportation; to eliminate a possibility of use of false travel documents; to reduce operating cost for carriers on arrangement and control the revenue collection; to create the necessary conditions for cooperation with other transport undertakings and increase road safety.
