The Committee on environmental policy, natural resources and elimination of consequences of Chornobyl Disaster recommends the Parliament to adopt as a basis the draft law on amending the Law of Ukraine "On status and social protection of citizens who were affected by the Chernobyl disaster" related to social protection of the liquidators of consequences of the accident on Chernobyl NES

Project (№4714) proposed to establish the minimum additional pensions for the damage caused to health for the liquidators of consequences of   the accident on Chernobyl NES depending on the subsistence level for persons unable to work, there are also proposed to prohibit any restriction, temporary or permanent, suspension payment of pensions to the liquidators of consequences of   the accident on Chernobyl NES, to give the right to the liquidators of consequences of   the accident on Chernobyl NES, who belong to category 2, on the first ranking providing with  free annual sanatorium vouchers or payment of compensation for the cost of independent sanatorium treatment.

In particular, it is proposed to persons classified as category 1, to assign additional monthly pension for the damage caused to health in the order and amount established by the Cabinet of Ministers of Ukraine, and at this the  amount of said pension for  the liquidators of consequences of   the accident on Chernobyl NES  can not be lower for :

disabled group I - 100 percent of the subsistence minimum for persons unable to work;

disabled group II - 75 percent of the subsistence minimum for persons unable to work;

disabled group III and ill persons following the Chernobyl disaster with radiation sickness - 50 percent of the subsistence minimum for persons unable to work.

Any restrictions, temporary or permanent, suspension payment of monthly additional pensions for damages caused to health are prohibited.

It is also proposed to abolish restrictions of pensions for working pensioners-participants of liquidation of consequences of   the accident on Chernobyl NES and pay their pensions in full without accounting of earnings (income), regardless of place of work, to prohibit the use for them any restrictions, temporary or permanent, suspension of pension payments or monthly lifetime allowance (amendments to article 58 of the Law).
