The most controversial at the May 18 meeting was the question of timely revision of utility tariffs and the problem of settling the debt for difference in tariffs, which has arisen due to the mismatch of the actual cost of tariffs and the tariffs, which had been approved and / or agreed by public authorities or local self-government body.
Following the discussion, the meeting participants summarized that the main causes of the accumulation of debt for the difference in tariffs is untimely decision of the National Commission for State Regulation of Energy and Public Utility Services to adjust tariffs for corresponding services in the event of change during the period of their validity of certain operating costs over the reasons that do not depend on the enterprises. People's deputies noted that the protracted procedure (from two to six months) of making decisions by the regulator on tariffs adjustment, growing cost of other expenses, reduction of the actual volume of sold products compared with planned indicators lead to a growth of costs per unit of the output and a growth of excessive losses.
The Committee members also considered a number of draft laws.
In particular, the people's deputies discussed the draft law on amendments to the Law of Ukraine "On regulation of urban development" concerning the installment of temporary constructions for conducting business activities, No.2478a-1. The draft law proposes to supplement Section 2 of Article 28 of the Law "On regulation of urban development" with provisions aimed at defining the legal grounds and criteria for installing the temporary constructions for conducting business activities.
Upon the consideration, the Committee decided to recommend that the Verkhovna Rada approve the draft law as a basis.
Upon the consideration of other matters on the agenda, the Committee decided to take note of information on the results of an expanded meeting in the Ministry of Regional Development of Ukraine entitled "Outcomes of the heating season 2015/16, preparation and implementation of plans of measures for the heating season 2016/17. Problematic issues and solutions" concerning the situation with municipal heating enterprises.
The Committee approved the Recommendations of the round table entitled "State housing policy: problems and prospects" and included in the draft agenda of the Committee meeting slated for June 1, 2016 the issue: "On the report of the State Fund for Facilitation of Youth Housing Construction on the course of affordable housing construction and lending of the youth housing construction."
