Verkhovna Rada Committee on Transport discusses directions of road-transport sector reform in 2016

At the Committee meeting on May 18 present were MPs, leadership of the Ministry of Infrastructure and Ukravtodor, representatives of the European Bank for Reconstruction and Development.

At the meeting the Committee considered a number of draft laws. In particular, the Committee examined the draft law on amendments to some legislative acts on regulation of the activity of taxi services, cars to order and information dispatch services No.3107.

The draft law proposes to streamline economic activity in the sphere of transportation by taxi, cars to order and information dispatch services, to introduce state regulation allowing to create transparent competitive environment in this sphere, and ensure compliance with the law of all participants of this sector.

The Committee also decided to recommend that the Verkhovna Rada approve in the first reading as a basis the draft law on amendments to the Law of Ukraine "On road transport" (concerning compliance with the weight or overall dimension standards and / or the conditions specified in the permission for participation in traffic) No.4660.

The purpose of the draft law is to prevent early destruction of roads overloaded with vehicles. Thus, they reduce budget expenditures for elimination of the consequences of such destruction and improve conditions for safe traffic on the roads.

The people's deputies examined the draft law on compulsory insurance of civil liability of owners of vehicles No.3670 and recommended that the Verkhovna Rada of Ukraine approve it in the first reading as a basis.

The Committee members recommended that the Verkhovna Rada reject the draft law on amendments to certain legislative acts of Ukraine on compulsory insurance of civil liability of owners of vehicles No.3551.

The Committee also decided to create an expert working group on the reform of the aviation industry with the participation of people's deputies/members of the Committee, representatives of the Ministry of Infrastructure, the State Aviation Service, and experts in the aviation industry.
