Chairperson of the Verkhovna Rada of Ukraine Andrii Parubii opened the morning meeting.
Parubii said that on May 16 the CEC registered Oksana Bilozir as people’s deputy of Ukraine elected at the snap parliamentary elections on October 26, 2014 in a multi-mandate constituency. She participated in the elections on the ticket of the Petro Poroshenko Bloc party.
Oksana Bilozir swore in before the Parliament.

The Chairperson announced the election of people's deputy Ihor Hryniv as leader of the Petro Poroshenko Bloc parliamentary faction.
Representatives of the factions read out their statements, announcements and proposals.
The Verkhovna Rada of Ukraine approved the Law "On amendments to annexes Nos. 3 and 6 of the Law of Ukraine "On the State Budget of Ukraine for 2016" concerning increasing expenditures for holding the external independent testing."
The law was approved as amended.

The Verkhovna Rada of Ukraine approved the Law "On amendments to the Law of Ukraine "On Public Television and Radio Broadcasting" (concerning the procedure of affiliation of SE Ukrainian studio of television films Ukrtelefilm).
The law was approved in order to eliminate obstacles to the creation of public broadcasting by changing the procedure of affiliation of SE Ukrainian studio of television films Ukrtelefilm.
The corresponding draft law was registered under No.4232.
The Verkhovna Rada of Ukraine approved the Law "On amendments to the Law of Ukraine "On Television and Radio Broadcasting" (concerning the definition of the content of European production).
According to the Law, the licensees (except satellite broadcasting) in the period between 07.00 and 23.00 shall follow the proportion of Ukrainian and foreign content:
Namely shows of European production as well as of U.S. and Canadian production, shall be at least 70% of the total volume of weekly broadcasting, including at least 50% of the total volume of weekly broadcasting shall shows made in Ukraine.
In radio programs songs of Ukrainian authors and performers shall be at least 50% of the total volume of weekly broadcasting.
The corresponding draft law was registered under No.2766.
The Verkhovna Rada of Ukraine approved the Law "On amendments to the Law of Ukraine "On temporary measures for the period of the anti-terrorist operation" concerning unhindered functioning of local self-government bodies."
The Law makes amendments to the Law "On temporary measures for the period of the anti-terrorist operation" as follows:
1. In Article 4:
1) In Section 1 first words "on places of residence" are replaced with "on the place of residence;"
2) Section 3 is drafted as follows:
"Prohibited is carrying out of registration actions related to the change of the composition of founders (participants) and the leadership of legal entity located in settlements in the territory of which state power bodies do not temporarily exercise their authorities and in settlements located on the contact line, for the period of the anti-terrorist operation.
3) Supplemented with Sections 4 and 5 as follows:
"The list of settlements in the territory of which state power bodies do not temporarily exercise their authorities and settlements located on the contact line is approved by the Cabinet of Ministers of Ukraine, which also ensures timely update of this list.
During the anti-terrorist operation in settlements located on the contact line, in the territory of which state power bodies exercise their authorities, possible is carrying out of registration actions for legal entities of public law related to the change of the composition of founders (participants) and the leadership, and for legal entities of private law related to the change of the composition of founders (participants) and the leadership, provided the documents are submitted in paper form in person by the founders (participants) and the leadership of the legal entity of private law."
2. Articles 6 and 7 are drafted as follows:
"To free business entities from payment for use of land in state and municipal ownership in settlements pursuant to the list envisaged in Section 4 of Article 4;"
"To cancel for business entities rent for the use of state and municipal property, located in settlements pursuant to the list envisaged in Section 4 of Article 4."
