Verkhovna Rada Committee on Environmental Policy, Nature Resources Utilization and Elimination of the Consequences of Chornobyl Catastrophe recommends that Ukrainian Parliament return for finalization draft law on amendments to Article 23 of Subsoil Code of Ukraine

As was noted during the debate, the approval of the draft law (No.4347) will allow small water users, who own or use land, to mine groundwater without geological study.

The State Service of Geology and Mineral Resources does not support the proposed draft law as it believes that its approval will break the exploration order and it can lead to catastrophic negative effects caused by the loss of geological information obtained during geological study of the subsoil.

The Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat supported its approval as a basis in the first reading, but proposes to supplement it with amendments to Article 20, which had not been subject to amendments. However, as was noted at the meeting, in accordance with Section 1 of Article 116 of the Rules of the Parliamentary Procedure, making amendments to the draft law during finalization for the second reading is possible only to those articles, their sections, items, sentences of the draft law, which had been approved by the Verkhovna Rada of Ukraine as a basis.

People's deputies also took into account that the draft law was not supplemented with the list of regulations, approval or revision of which is necessary to carry out for realization of the provisions of the draft law if approved, as envisaged in Section 8 of Article 90 of the Rules of the Parliamentary Procedure.
